@Steve-hpias - Move to a small town in Canada, and you will be called as a Branch President within the month! :D Seriously though, I have found that in areas where the church membership is smaller, you automatically get bigger callings, simply because there aren't as many people to fill the position...

As for an underlying issue, I see the exclusionary concept of the temple being a part of the larger issue of judgmental bias in the culture.
